Most likely it probably hurts in other ranges also, not to mention that range of motion is probably limited. The nerves of the lower neck innervate or communicate to the shoulder and arms. Just like nerves in the lower back travel to the hips and legs.
The problem can be more distal (nerves in the shoulder), but most often comes from the neck. Especially in this case, where we experience pain while moving the neck, the root of this pain is most likely in the neck.
Something like the cervical traction pillow will keep not only your neck in alignment, but your shoulders as well.
